This PR updates the iasWorld table schema for the tax year 2024 rollover. It mostly bumps the precision/scale of columns, but there are also some new columns related to proration, % of ownership, and % of occupancy. To complete the updated, we'll need to do a full ingest to replace all the iasWorld data for every year, then recrawl with Glue to update the table schemas in Athena.
