Enforce S3 bucket length limits in main.tf by truncating TF workspace name #45

This PR fixes a bug whereby Terraform can fail to deploy staging S3 buckets because the dynamically-generated bucket lengths can exceed the limit of 64 characters due to long git branch names. See this workflow run for an example of a failing run.

The character count of the branch name for this PR comes out to 93 characters, so if this PR builds properly we should be able to have some confidence that the bug is fixed.

Closes #43.
