- adds CI (albeit incomplete until cert_limbo branch is merged)
- changes from cert_limbo branch, including addition of IP address name constraints
- add getter/setter methods of CertificationPathSettings and CertificationPathResults
- make populate_5280_pki_environment a method of PkiEnvironment
- add feature to enable validating certs signed with RSA w/SHA1
