Adds the cmip6-downscaling repository to the known safe repositories list in response to git changes made due to CVE-2022-24765, following the suggestions in actions/checkout#766. This may not be permanently required, since GitHub may implement a solution at the runner level as mentioned in the linked issue, but it fixes the build-and-test workflow for now.
