Pick up changes applied to 1.32-release branch

Overview

During #223, changes were made in that release branch to produce better upgrade results. This lifts those changes back to main

Details

• Lifts all the changes from Pin snap_installations to 1.32-classic stables #223
• Reverts changes to continue having the snap override available from edge channels
• Begin testing upgrades from 1.32/beta channels
