This is a documentation-only PR:

  1. Adds docstrings for the two files pluginmanager.py and usercallbackplugin.py
  2. Adds the "common/plugins" folder to the Sphinx doc generator
  3. Adds a HOWTO documentation for Sphinx into the "common/doc-dev" folder !!!
