Various updates to project config to adhere to current practice across BeeWare:

  • Modify CI configuration to test with packaged wheels
  • Added pre-commit (including Black updates)
  • Added dependabot
  • Switch to setuptools_scm
  • Switch to a repo-configured RTD configuration
