1-As a client and staff user I want to navigate from the BCROS home page to my PPR dashboard so I can access PPR.
2-As a user I want to have proper data to use the PPR system so setting up the new database to allow for the migration of data step 2.
3-As a user I want to be able to complete step 2, 4 with proper validations and UI so I can register a financing statement.
