Namerequest UI: allow to/from BEN conversion if business is in LEAR

May need a FF to enable this starting Jan 22 only.

If the business is in LEAR, allow these alterations:

• BEN to BC
• BEN to CCC
• BEN to ULC Update by SB: this may be invalid. - It is a valid option. MD
• BC to BEN
• ULC to BEN
• ULC to BC was missing but is valid

This should have a "Alter Now" button instead of the "please contact us" info:

Re: Feature flags

In Dev right now, there is a FF named supported-alteration-types whose value is BECV CCV UC BECR BECC ULCB ULBE. These values should allow numbered conversions from/to BEN (as per description above).

This same FF should restrict the alterations in Prod (where its value is currently BECR) until Directed Launch (Jan 22 ish).

The name request types referenced in the FF are in name-request-codes.ts.
