If the cli-update-thread is crashing, it may attempt to interrupt and join on itself. Hopefully no updateThread could be in stopUpdateThread without going through handleCrash() -> Event.FATAL sequence through BlazeRuntime. Fixes bazelbuild#22051 Closes bazelbuild#22122.
