chore(ci): enforce pip --require-hashes to maybe satistify scorecard

Issue number: #2203

Summary

OSSF scorecard scanner doesn't recognize hashed dependencies in files nor distinguish between dev and prod dependencies. This PR tries to use --require-hashes argument to satisfy scorecard and make it understand we are already using this practice.
