It appears that earlier versions of ActiveFedora 13.x and below would automatically set the customization on ActiveFedora::File and it's subclasses but ActiveFedora 14.x does not. This is a workaround until a fix can be done in ActiveFedora.
I think this may be the problem underlying #5086.
