Description
This PR adds autoware_ prefix to velodyne_monitor package.
For the details, please refer to autowarefoundation/autoware.universe#9976.
How was this PR tested?
run autoware with sample_sensor_kit sensor_model
ros2 launch autoware_launch autoware.launch.xml map_path:=$HOME/autoware_map/sample-map-rosbag vehicle_model:=sample_vehicle sensor_model:=sample_sensor_kitNotes for reviewers
This must be merged with autowarefoundation/autoware.universe#9976
