feat(crosswalk): more conservative when the ego pass first

Description

Tuned the parameter of the crosswalk in the experiment.

Currently, the ego is very aggressive when the ego crosses the crosswalk before the pedestrians.
With this PR, in that case, the ego can keep enough time.
