Description
Fix pointcloud_map_filter.launch.py.
(Currently, pointcloud_map_filter does not launch when use_down_sample_filter is true. )

Tests performed
I comfirmed that the VoxelBasedCompareMapFilterComponent did not cause error when use_down_sample_filter is true.
