Update to gemini-3g-2023-oct-31

Description

This PR updates sdk to gemini-3g-2023-oct-31. The update happens in two phases, partially to break-up number of changes and partially because when gemini-3g-2023-oct-31 was released, this PR was already in works. :)

Most of the changes here mirrors monorepo. The commit structure is as follows:

• First commit updates sdk to 24th Oct Snapshot
• Second commit updates infra for some test cases due to plotting now being more cpu heavy.
• Third commit correctly place relayer spawning on consensus node from domain side to mirror monorepo.
• Fourth commit add local test configuration for rpc, that is useful to just run local node.
• Fifth commit adds aes rustflag in cargo's config.toml to mirror monorepo
• Sixth commit updates to gemini-3g-2023-oct-31 snapshot and updates chainspec
• Seventh commit ignores sync_farm test due to issue where the second farmer just stop plotting sectors in middle, possibly due to some issue in test setup itself.
• Seventh commit merges main into this branch.
