Instead of thinking about the menu scrolling, think of the focus scrolling.
i.e. menu down moves the focus down.

I haven't invented anything here. You can test with the original firmware. It's identical. It works in the same way. It's just a matter of point of view. |

The current behavior is correct, in my opinion. However, with the invention of the touchscreen smartphone, people have gotten used to "natural scrolling", so much so that new laptop touchpads default to this "natural" reverse scroll... mind boggling. Anyways, the reason for the "reversal" in the radio menu is because multiple items are displayed at the same time, and it's more natural to have the first item at the top and last at the bottom. However, it would probably not be very noticeable to current users if the menu structure was reversed, along with up/down, so that up increases the number and scrolls [the viewport/cursor] up while down decreases and scrolls down... |
