We can just upgrade cmake first and leave turning on thrust to the other pr. @tqchen could you please take a look? |

Unfortunately we cannot simply upgrade the CMake version as we want to be able to keep backward compact on LTS we want to support, see also https://discuss.tvm.apache.org/t/update-cmake-version/8553 |
