What changes were proposed in this pull request?

Dataset.withNewExecutionId is only used in Dataset itself and should be private.

How was this patch tested?

N/A - this is a simple visibility change.

Test build #75976 has finished for PR 17699 at commit 0c24ad2.

  • This patch passes all tests.
  • This patch merges cleanly.
  • This patch adds no public classes.
