As antrea supports running antrea-agent on VMs since 1.8 release, but the binaries are not yet published.
Nephe expects the antrea-agent binaries to be published for the 1.9 release, so that antrea-agent installation is automated.

Also publish antrea-agent install script for Windows and Linux.
