Drop python 3.8 support #17

Drops support for Python 3.8
Require latest versions of Harlequin >=1.25.2, databricks-sql-connector >=3.7.0 and
databricks-sdk >=0.40.0 (optional extra), and avoid upper version bounds on requirements to avoid
dependency hell (more here: Remove upper caps on dependencies databricks/databricks-sql-python#452 &
tconbeer/harlequin@a50dfac#diff-50c86b7ed8ac2cf95bd48334961bf0530cdc77b5a56f852c5c61b89d735fd711R64)
