qsubsec 3.0 alpha 18

This release adds parallel bash execution

qsubsec 3.0 alpha 8

This is a major rewrite of the qsub templating system. Major updates include:

• Template files can now contain multiple (or zero) sections;
• The Token language (TFF) has been updated, so token files now support rich syntax;
• Iterated tokens can be defined in the token files;
• Processed template sections can now be run locally in bash as well as being submitted to qsub;
• The qsubsec system is installed using setup tools, so installation is much simpler than previously.

NB: The qsubsec3 template format is only partly back-compatible.
