Update help text for Powershell command shmId andsreId arguments

Changes the help text for the shmId and sreId parameters in the Powershell scripts to remove outdated references to Turing Development Test Deployments and sandboxes. For the Deploy_SHM and Deploy_SRE functions, also states what format the ID should have.
