run fill_initial_squad instead of running optimization, if next gw is 1, or no existing squad found #498

I think in addition to modifying the pipeline to run squad_builder:fill_initial_squad, we can take a belt-and-braces approach, and also have the optimization script run the squad builder if someone runs it on week 1 (or a later week, if they are joining the game then).
