Package MongoDB.Driver 2.9.1 is not compatible with net45

Not a good debut. I guess we also need something like the akka-cli bot. I wonder how the conversation between the two would be :)

A newer version of MongoDB.Driver exists, but since this PR has been edited by someone other than Dependabot I haven't updated it. You'll get a PR for the updated version as normal once this PR is merged.

I'm putting Akka.Persistence.MongoDb onto a beta train so it can take advantage of some of the Akka.NET v1.4.0 improvements to Akka.Persistence, so we'll just target .NET Standard 2.0 going forward.
