In particular, this drops the top level title from README in the `CHANGES/` folder and restores the original label. For the proper Sphinx ToC structuring, a title in the `docs/contributing.rst` document. Co-authored-by: Sviatoslav Sydorenko <wk@sydorenko.org.ua>
