*.tpl / *.twig files are Smarty / Twig templates and should be treated as HTML files.

Thanks @niutech. Is the HTML mode appropriate for Smarty or is PHP a better fit? I'm not familiar with either templating framework.

HTML is better, because there is no PHP in Smarty templates, just HTML
and {tags}.
