A focus glow shows on the right while clicking on an item in the rule list #589

Looking at this. |
Same issue occurs on Win but it's orange instead of blue. I also see it faintly on the top and bottom edges. |
And fwiw, you see a similar bug in any editor if you mousedown on selected text. |

When there are multiple items in the rule list, as you hold the mouse down on an item, a glow shows along the right edge of the host editor (overlapping the vertical scrollbar)--it looks like a focus indicator. If you click quickly, it shows up as an annoying blue flicker.
