ESP_IDF_ARCH was used in mpconfigport.mk but was not yet defined. Move definition.

IDF_TARGET_ARCHwas used inmpconfigport.mkto determineCIRCUITPY_ALARMsetting but was not yet defined. Move definition fromespressif/Makefiletompconfigport.mk.Hopefully, these builds will still fit.
