cleaned up the tx_power code to reduce the code size.
shortened a few comments
tested on a Raspberry Pi 400 with rfm69 bonnet and on a fether_m0_rfm69.
minimal testing -- tried a few power settings on the pi system -- nothing appears to have broken ;-)
I also had to disable the pylint too-many -public-methods
