Fixes #3029 .

Changes proposed:

  • Add acsf_project:false setting to default blt.yml.
  • When running acsf:init, set flag to true.
  • In setup, before overwriting sites.php with multisite array, check flag value. Abort if true.
  • (tangential) set version to 9.1.3. Appears this wasn't updated when 9.1.3 was tagged and released.
