Fixes #2863.

Changes proposed:

  • Cover recipe:multisite:init and all the wonderful things it does.
  • Explicitly cover all the things it would be wonderful if recipe:multisite:init did, but currently does not.
  • Edit the stuff about setting up Acquia Cloud to make clear what is local work and what is work done in the cloud.
