Fixes #2864.

Changes proposed:

  • adds a redundant config import for config splits, as the "first" pass defines the splits and the "second" one imports them during blt setup.

@mikemadison13, it looks like the commit message in here references #2863 instead of #2864. Do you mind rewording so it's referencing the right issue?
