Rather than assume usage of Travis, create travis:init, pipelines:init, tugboat:init, etc. commands. These will move scripts into the correct directories. Additionally, it will avoid automatically overwriting .travis.yml, acquia-pipelines.yml, etc during a typical update. The CI scripts can be manually re-initialized when updates are required.
