Add way to disable using Trusted Advisor for usage #27

As AWS moves to vCPU limits for EC2 and building out the Service Quota service, it seems that the Trusted Advisor response from describe_trusted_advisor_checks has changed, which throws an exception in awslimitchecker.

This has already been fixed, but not yet released. More info can be found in jantman/awslimitchecker#446.

In the meantime, I want to have a way to toggle using TA for usage. We already have the ability to do that with the limits behind PREMIUM_ACCOUNT.
