Remove publish action that always fails due to dry run warnings

Motivation

For now, we can't get a dart pub publish --dry-run with no warnings, partially due to the tools/analyzer_plugin folder. See: dart-lang/pub#3965

As a result, the publish action always fails.

In the future, if we want to get auto-publishing working, we can revisit this and reinstate this action.
