Explore an alternative to #58103 for a WYSIWYG drag chip for the list view.
In previous explorations, I've tried animating the "real" list view item for dropping an item into place. With this PR, I'm exploring whether moving the drag chip itself might create a smoother transition instead. There's still quite a bit to untangle before it's a proper proof of concept.
