For some reason, the action we're using the fetch Python is complaining that it can't find the Python version python-3.7. Looking at where it's pulling the manifest data from, it looks like we should be using python-3.7.1 instead; no idea why this hasn't cropped up before, maybe there was a depreciation notice we missed?
