This PR create a workflow for release Tabby Plugin for IntelliJ Platform, which will be triggered on tag
intellij@*.The workflow contains two jobs:
release-marketplace: runpublishPlugintask to upload zip to marketplacerelease-github: build and upload zip to create a github release
