add the redundant relay decorator to stride

Context and purpose of the change

This PR adds the redundant
relay decorator to stride.
I think that it is not state
breaking, but will check
shortly with a state sync on
the latest released version.

This will mitigate some or
all of the excess growth in
archive states.
