[BugFix] fix iceberg table snapshot id does not match when refreshing partitions

Why I'm doing:

When doing refresh iceberg table, we do in following steps:

• refresh partition cache
• refresh table

But when refreshing partition cache, we still get old cache of iceberg table.

What I'm doing:

put refresh table before refresh partition cache

And since iceberg partition metadata table scan only supports latest snapshot, I put that in error message explicitly.
