Reviewing some of the Dawn changes (as recent as #2725) and noticed a couple of small tweaks with how the new announcement bar features interact with Header features. I've screenshotted a couple bugs here

Previously we changed the width of the header when menu_type=drawer but now that we have icons in the announcement bar it looks pretty off.
