This mod makes a few adjustments to Wither Skeletons so that Wither Skeleton Skulls aren't such a hassle to obtain.
It converts all skeleton spawns in the nether to wither skeletons, and also will guarantee the drop of a Skull Fragment if a skull does not drop.
