Currently, the article actions defined in Ticket::Frontend::Article::Actions[ChannelName] are - as far as I'm aware - not sorted consistently and use a different range of priority numbers. I would want to:
Make sure that the same action has the same priority number across all channels
Make sure that the sorting is consistent
Think about one consistent number range which leaves enough space for package developments
