Qiskit will remove qiskit.test in 1.0, which is planned to be released on Jan 31st, 2024 (see issue).

qiskit-ibm-runtime uses qiskit.test in various places, and they'd need to be updated before the release.

Remove use of qiskit.test (#507)

Closes #145. That issue also refers to
`docs/api/qiskit-ibm-runtime/runtime_service.md` but we can't fix that
as it's generated from the runtime repo (should be covered by
Qiskit/qiskit-ibm-runtime#1244).
