This is already a thing, and Mojang's implementation of it is better imho than a binary toggle. https://minecraft.fandom.com/wiki/Head#Disguise

They have the mobs' detection range reduced by 50%, but perhaps another option like "detection-range" so that we can set it to 0 to have the option to make players fully invisible to those mobs? This also allows configuring custom mob heads for other hostile mobs, like the ones from the mob head drops datapack from vanilla tweaks.

I feel like this might have a side-effect of causing lag though because of how substantial it is.

This only includes the vanilla mob heads already coded for 50% chance by Mojang. To get other mob heads I would recommend making a plugin as that gets pretty complicated for a niche feature.
