PR Summary

Legacy binary resources are only partially supported in PSDesiredStateConfiguration (for example, module name detection is broken for them).
To reduce maintenance cost, this disables legacy binary resources from being reported through PowerShellGroup provider in DSCv3.

Ok for now, but we need a higher level discussion on whether we should support the limited set of inbox binary resources.
