Action conflict when an annotation exists for the first point on a time axis

Bug description

It's not possible to view an annotation that exists for the first point on a time axis. In this video, two annotations exist for the 14th, but I can't view them because the new annotation modal always takes priority over viewing any existing annotations.

How to reproduce

1. Add two or more annotations to the same date for the same project.
2. View an insight that focuses on this time range
3. Position the point in time with multiple annotations to be the first point in the series. Note you can use the in the last [N] days time filter to achieve this.
4. Note the interaction problem described above.
