Option to add action metadata when defining an action with Toolbar

Is your feature request related to a problem?

When trying to define actions starting with the Toolbar, it's currently a multi-step process if you want to keep them organized with tags or descriptions:

1. Select element
2. Find the right pairing of DOM elements
3. Save it
4. Go to Data Management
5. Add a tag or description

Describe the solution you'd like

I'd like to be able to add tags and descriptions directly when defining actions with the Toolbar.
