fix: Reacting to config changes

Changes

We enabled/ disable recordings due to config changes but not autocapture or surveys

• Refactors the code so that each class is responsible for its own intialisation
• Uses the nextjs example for consent driven dev

Checklist

• Tests for new code (see advice on the tests we use)
• Accounted for the impact of any changes across different browsers
• Accounted for backwards compatibility of any changes (no breaking changes in posthog-js!)
